RULES AND REGULATIONS OF SPACE CITY R/C CLUB, INC.

It shall be the responsibility of each member of SPACE CITY R/C CLUB, INC. to remind any member and/or nonmember guest of any infraction of these rules and regulations and to report any consistent infractions to the club officers. These rules and regulations were formulated through many years of experience and were adopted by the club members of SPACE CITY R/C CLUB, INC. to promote safety and good flying habits by the members and/or non-member guests. Each year a greater number of members, non-member guests, and spectators are drawn to the club flying field. Therefore, these rules and regulations are necessary to maintain "traffic control" in order that all model flyers and spectators can enjoy our hobby to its fullest extent.

All members using the club flying field shall abide by the following rules and regulations. These rules and regulations supersede all previously published rules including any amendments made and approved thereof.

GENERAL RULES AND REGULATIONS

1) All spectators must stay north & west of the protective barrier fences, e.g. away from the active flight areas.

2) All radios must comply with the current frequency requirements for AMA sanctioned events. All 72 megahertz equipment must be narrow band.

3) A readily identifiable frequency flag or 1 inch label indicating operating frequency must be displayed on all transmitters.

4) No chairs or other obstacles shall be placed on the flight stations or the flight station side of the barrier fence. This rule does not apply to persons confined to wheelchairs due to permanent or temporary physical handicaps. In this case the person is allowed to occupy a flight station provided a helper is at his side to assist in all matters, including safety.

5) Mufflers are required on all engines above 0.051 c.i.d.

6) No engines are to be started north or west of the protective barrier fences, e.g. on the pavilion side of the fences.

7) All AMA rules and regulations shall be adhered to strictly.

8) There will be no running or horseplay in the pit area. Members are responsible for their guests, children, and pets.

FLYING RULES AND REGULATIONS

The main starting pads, located between the two protective barrier fences, are designated as the engine starting areas. There is also a starting table for helicopters located just south of the Pavilion.

A) All engines should be started in these areas. Absolutely no starting of engines is allowed west and north of the protective barrier fences or under the covered area! The Engine Test Area located directly west of the garage is excluded from this rule.

B) Starting Pads and Flight Stations are paired together. A flight station is considered occupied if a pilot is preparing his model for flight on the associated starting pad. Similarly, a starting pad is considered occupied if someone is flying off of the associated flight station. No engines shall be started behind occupied flight stations unless permission is requested from the occupant of that station/pad.

All take-offs, flying, and landings must be made with the pilot standing at a designated flight station and the aircraft east of the No-Fly Markers with the following exceptions:

A) New Models (first few flights)

B) Emergencies

Students - After take-off, the pilot (and instructor) must immediately return to a designated flight station

Helicopter pilots hovering in the designated Helicopter Hover Area

Helicopter pilots operating from the designated Helicopter Flight Stations.

All turns must be made away from the pit area and spectators once the model is airborne.

No flying is allowed over the pit area, spectators, or parking lot at any time. All flying is restricted to the area east of the flight line except for the Helicopter Taxi Zone and Helicopter Hover Area directly south of the pavilion.

All take-offs must yield to landing models (i.e. landing aircraft have the right-of-way).

A) To ensure right-of-way all dead stick landings, autorotations, and touch-and goes shall be announced in a loud and clear voice.

B) No take-offs or landings are allowed while anyone is on the runway.

6) Helicopters must fly the pattern when operating on the active runway. Loops, rolls and other maneuvers that are compatible with fixed wing aircraft flight patterns are acceptable. Autorotation should be treated the same as fixed wing touch-and-goes with the pilot announcing the maneuver to other pilots along the flight line. This should reduce the risk of mid-airs between fixed wing and helicopters.

7) No flying in the immediate direction of pilots or pit area will be allowed. Helicopters operating from designated Helicopter Flight Stations or in the designated Helicopter Hover Area can hover near the flight station (Helicopter Taxi Zone) but this practice is not acceptable when operating on the five Primary Flight Stations. Helicopters are allowed to be airborne west of no-fly zone as long as these operations are carried out over the Helicopter Flight Zone. The No-Fly Zone extends the entire length of the flying field for general flying. For safety purposes, helicopters operating in the Helicopter Taxi Zone should be in a hover attitude.

Note: Helicopters may also operate from the Primary Flight Stations but the model must be placed beyond the no-fly markers prior to lift-off.

8) Low passes must be kept east of the center of the north/south runway.

3-D flight on the active runway is permitted subject to an open pattern, e.g. no aircraft in the active flight pattern.

No more than five aircraft will be permitted in the air at any one time.

Pilots of new or repaired aircraft may request clear air for flight testing. At that time, no other pilot may operate his equipment until the pilot who requested clear air has had the opportunity to flight test his aircraft. Pilots with planes in the air may complete their flights.

All transmitters must be kept in the Transmitter Impound when not in use.

Pilots must not turn on transmitters prior to securing the frequency via the frequency Control Board.

A) A frequency is secured by placing your AMA membership card into the EMPTY slot marked with the frequency corresponding to the frequency of your transmitter.

Transmitters should be returned to the Transmitter Impound and AMA cards should be removed from the Frequency Control Board immediately upon completion of your flight. Don't practice multiple consecutive flights, other pilots may be waiting to use the frequency - - - be considerate.

When in doubt, use good common sense. Special consideration will be given emergency situations.

Car operation is limited to the area designated for these activities. It is not acceptable to operate model cars east of the parking barriers.

ENFORCEMENT OF RULES AND REGULATIONS

Each member agrees to keep themselves informed of all rules and regulations of the club and to make such information their own responsibility. In the event they bring guests to the field, it becomes their responsibility to inform the guests of club rules pertaining to safety and their conduct.

Members failing to comply with these rules and regulations are subject to revocation of their field privileges as provided for by the current by-laws.

Club Officers and appointed Safety Officers are given the authority to ground any pilot for violations of the AMA safety code and/or additional rules posted at the flying site.
